A ruling for The Fabled Unicore (Yu-Gi-Oh! TCG)?

I heard that monsters that negate effects have a spell speed of 2.5. If that's true, that would mean, for example, fabled Unicore couldn't negate counter traps. The OCG rulings say that it can, but OCG and TCG can have some very different rulings. Anyway, what spell speed is a monster that (Unicore especially) negates cards? Can Unicore negate cards like Solemn Judgement/Divine Wrath/Seven Tools? That's obviously assuming both players have the same number of cards in their hands so that Unicore can negate.
