Using a NTSC Camcorder in Australia?

What is the difference between using a NTSC Camcorder and a PAL Camcorder? If I were to buy one off ebay, and it was NTSC what set backs would I have? In case your wondering I want to use it for Indie Film making and would I be able to submit it into short film competitions in Australia?
