How do you achieve this type of shot?

In certain movies when the suspense kicks in, oftentimes the subject in peril or in danger would be filmed by this certain method where he or she seems to move closer to the camera while the background moves away at the same time. What is this type of shot called and how does one achieve this effect? I just saw this in "Jaws" and was intrigued.
